Abstract

School tournaments play a crucial role in students' recreational activities, effectively utilizing their free time for physical, psychological, and health development. This research is aimed at identifying the factors and challenges that restrict the participation of boys' secondary schools in races and events organized by the Directorate of Sports and School Activities in Babylon. The study employs a descriptive approach and focuses on physical education teachers in middle and high schools for boys in Babylon's General Directorate of Education. The total number of teachers in this category is 543, distributed across five directorates within Babylon Governorate. The research sample was selected using a simple random method.

Key findings from the research include the following:

Limited Financial Allocation: There is a lack of adequate financial support for participating teams, particularly for expenses related to transportation and meals. In most cases, the burden of these costs falls on the physical education teachers.

Lack of Official Recognition: School and extracurricular activities are not officially recognized as part of the educational curriculum. Furthermore, many school tournaments take place on stadiums not owned by the Directorate of Sports and School Activities. Instead, they rely on external institutions, including the Ministry of Youth and Sports, sports clubs, and private stadiums.

The researcher's recommendations include:

Budgetary Allocation: Allocate specific budgetary allocations within the Sports Activity Directorate's budget to cover transportation, meals, arbitration, supervision, and equipment for schools participating in tournaments.

Curriculum Development: Develop an annual curriculum with fixed dates for the commencement of school tournaments and events throughout the school year.

Infrastructure Improvement: Work on providing sufficient playgrounds and sports facilities for students to engage in sports activities.

Integration of Extracurricular Activities: Include extracurricular activities in the schedules of physical education teachers, with a system for technical supervision by the Sports and School Activities Directorate.

Involvement of Parents: Inform parents' councils about the school's plans for students' participation in school races and activities, fostering transparency and support from parents
