The research aimed to structure and verify a tool for measuring the perceived comprehensive competence of physical education teachers in schools affiliated with the First Karkh Baghdad Education Directorate from their point of view, as well as identifying the effectiveness of the tool for measuring the perceived comprehensive competence in revealing the level of physical education teachers’ possession of its characteristics in the schools affiliated with the Directorate. The first education of Baghdad Al-Karkh. The researcher used the descriptive approach using the survey method and the correlational method. The researcher defined the research community as physical education teachers in the schools affiliated with the Baghdad Al-Karkh Education Directorate. Their number reached (672) physical education teachers working in (230) middle schools. The researcher included all members of research community to form the main research sample using a comprehensive enumeration method. The researcher then divided this sample into three sub-samples: (the exploratory experiment, the construction sample, and the final application sample), which numbered (22, 390, 260) respectively, and to obtain data related to the research variables. The researcher built a tool to measure the overall perceived competence of physical education teachers. Its number reached (21) items, which are answered according to a five-point Likert scale through the alternatives (applies to a very great extent, applies to a great extent, applies to a moderate degree, applies to a small degree, it applies to a very small degree) with weights (5, 4, 3, 2, 1) respectively. After collecting the data, it was processed statistically by relying on the statistical package (SPSS) through statistical methods (percentage, arithmetic mean, standard deviation, (T-test, Guttman equation, and exploratory factor analysis). The researcher concluded a set of conclusions:
The effectiveness of the tool for measuring comprehensive competencies was proven, by building it in accordance with scientific procedures and steps, and ensuring its psychometric properties of validity and stability, in addition to analyzing its factors to ensure its impact and its ability to measure the perceived competence of comprehensive physical education teachers. Physical education teachers in schools affiliated with the First Karkh Education Directorate have a high level of perceived comprehensive competence.
